What You Need To Know About CMAS Contract

By Jerry Rogers

The federal schedule is operated by the FSS or the Federal Supply Service of the GSS or the General Service Administration. Contracts and catalogs that are usually called federal supply schedules are rewarded under the program of the FSS. Government agency used this to place order and buy directly to vendors that possessed schedule contracts and public bidding process is avoided.

MAS or Multiple Award Schedules are schedules of federal supply that awards contracts to 2 or more contractors with similar services or products at similar prices. The quantity of contractors which had gotten the award from a common bid or from negotiation process is what the multiple award is referring to and does not refer the customers. The California CMAS contract and the things to know about it will be stated below.

If you are a government agency that wants to avail the services of a CMAS contractor, you can search for one on the CMAS website. They are also contractually obliged to provide copies of their contracts when you request for one. Contractors are only limited to have 15 CMAS at a time and includes products and services on information technology as well as non information technology.

There are some products and services that are not allowed to be obtained or available through CMAS program. These include those that are required by law to be performed by a licensed individual like architects, engineers, land surveyors and environmental work. Public works which involve erection, construction, alteration, improvement or repair of a public structure are not allowed as well.

Legals services and financial audits need to have approvals from their officials that are in charged. Before acquiring the services that is offered by the contractors, written approvals should be submitted with an explanation of their reason. Specific requirements and paper works must be done as well.

The pricing must not go beyond what is stated by GSA. These prices were determined if the offered price is fair and reasonable through comparing it with what they offer to their commercial customers as well. The contract prices associated to the commercial practice so the GSA pricing remains competitive over some time.

The California State does not establish contracts through aggressive bid process but based on previously bid products, pricing and services offered and given on a GSA schedule. This does not mean that they use GSA authorized FSS but instead use a separate California contract in offering the same things. Once awarded, the contractor will then market and distribute it and provides once a quarter reports of their sales transactions.

The contract term will start upon the awarding and will be ending on the date the Federal GSA schedule referenced. An extension of three months to process renewal or request extensions is given. When the term is extended or renewed of the GSA schedule, the extensions and renewals do not occur automatically on the CMAS contract.

Applying for CMAS does not require a fee. Sales made to State agencies by the contractors does not have a fee while a 1 percent fee must be paid to the local government agency. California certified small business contractors need not pay any administrative or incentive fees.
